SUMMARY
In the Dragon Ball manga, Physical Strength (Tairyoku, 体力) represents Vital Energy or Life Force, independently of the life expectancy. It characterizes a consumable energy during combat that can be restored by Senzu Beans as well as healing techniques. Moreover, any notion related to "Strength," whether physical or spiritual, is necessarily included within an energy system like Ki and replaces it depending on the context.
Physical Strength refers to the power derived from the body, which anyone can develop through training. In other words, it indicates an individual's physical condition through their body, without any connection to the mind. This term is often mentioned when a person’s bodily energy impacts their Vitality (Kiryoku, 気力). As such, it naturally integrates into the concept of "Ki" in Dragon Ball but is more closely related to an individual’s condition or health.

The total power an individual contains determines their Physical Strength in terms of Ki consumption. Unlike Battle Power (戦闘力), which only reflects the amount of available Ki, Physical Strength also includes the notion of the individual's exhaustion. Thus, any warrior whose Ki reserve has been exhausted will have to recover the equivalent of their Full Power (furu pawā, フルパワー) to fully restore it.

During a fight, the main function of Ki Release (気の解放) in an individual is precisely to trigger the circulation of his latent energy throughout his body, in the desired proportion. In order to understand the activation of internal power in detail, it is useful to examine Vital Energy (Genki) from another perspective and look into one of its synonyms: Seiki (生気).
Example of usage in the manga:
Gokū
"As I thought, this Spopovitch is weird [...] He remains completely indifferent even though he shouldn't be able to take so much damage; and then, I don't sense any trace of Seiki (生気) in him."
The Chinese derivative of Seiki (生気) is called Shēng Qì (生氣). It refers to active energy, the type that circulates within the body in interaction with the environment. Shēng Qì is often associated with the quality of Vital Energy present in places, through the practice of "Feng Shui" (the traditional Chinese art of harmonizing spaces), or even with the aura surrounding an individual in any given location. In other words, it represents an energetic force in motion, necessary to support life and its dynamism. In English, the term is typically translated as "Liveliness," referring to the "vivacity," the characteristic of what is "vivid" or has "intensity" within nature. The application of "Feng Shui" in a home promotes the flow of Shēng Qì to create harmony and a healthy environment (by arranging furniture in each living space). According to this view, Shēng Qì is the positive manifestation of Qì, in contrast to the negative forms of Qì, such as Shā Qì (煞氣). In Japanese, Seiki is therefore the opposite of Sakki (殺気).
More precisely, Seiki is actually a way of referring to Ki in full expansion, which contributes to an individual’s growth of Vital Energy. When perfectly cultivated, it improves health, strengthens vitality, and "animates" the living being in its natural environment. This completely reflects the literal meaning of the term 生気, composed of 生 (life) and 気 (energy).
However, if warriors are able to control their internal energy and adjust its power within their bodies, one question remains: what is the very source of this energy?
In martial arts, the concept of the "Hara" (腹: meaning "abdomen") refers to the center of Vital Energy, located at the navel (its exact position can vary depending on the source). It is considered the vital point where strength and balance are cultivated, a place often described as the refuge of physical power and inner stability. It is from this source that Ki, once released, spreads throughout the body within the meridians.
The "cinnabar field," where energy resides — i.e., the Hara — is essential for transitioning from a "normal state" to a "martial state." Before activating the Hara, the individual is calm, amiable, and in search of peace; but when faced with an opponent, their fighting spirit begins to mobilize the Hara, which generates a physical tension comparable to an energetically charged atmosphere. As the Hara activates, the cinnabar field transforms the individual, shifting them from their usual state to that of a true warrior, like a samurai or martial arts practitioner.
When a fighter is in their "normal state" (Futsū no Jōtai, ふつうの状態 or Tsūjō Jōtai, 通常状態), it doesn't mean that the power they can unleash at their maximum level has disappeared. On the contrary, this power still resides within them, but it is not active. Transformations do not create power from nothing; they instead allow for the awakening and release of a potential that already exists within the individual.

"Remember this well: in battle, we are capable of amplifying what you call energy all at once and making it surge [...] Which means that the energy you stole from me earlier was insignificant..."
Context: No. 20 (Dr. Gero) thought he had recovered the entire power of Piccolo based on the energy he was emitting (his Battle Power) at the moment his power was absorbed. Piccolo then explains that he had actually captured only a tiny fraction of his energy, and that it in no way reflected his true level.

"So these 3 still have some margin (余裕)... They can unleash (出せる) an enormous power (とてつもないパワー) if needed, as Son Gokū briefly showed..."
Usually, the maximum power an individual can achieve always corresponds to their entire internal energy. When a fighter manages to use their Full Power (フルパワー) against their opponent, it means that they are exploiting their full potential, so that their 100% Combat Strength is fueled by their entire Ki reserve. In other words, the body contains the exact proportion of energy that is used in combat, as specified in Chōzenshū No. 4:

"Power devoted to combat that is stored in the body. Its value can be measured using a scouter. The higher this value, the stronger the warrior, and it serves as a benchmark when fighting an opponent. Warriors from Earth are able to perceive their opponent's Battle Power without using a scouter, and can also regulate their own Battle Power. A simple Earth farmer has a Battle Power of 5, while Goku's Battle Power as a Super Saiyan exceeds 150 million."
However, there are exceptions, especially when certain characters do not naturally have access to their full potential. In this case, they do not have enough Ki within them to deploy their "Full Power" during combat. This is where the principle of Ki Concentration (気の集中) comes into play, allowing them to artificially increase their bodily power to their limits. On the other hand, those who have already used their Full Power in combat are unable to intensify their Ki beyond what they can release at 100%. Only fighters who still have latent room for improvement can benefit from a temporary power-up, by partially reaching their Full Power. But once this strategy is carried out, their Physical Strength is considerably reduced.
Piccolo VS. Raditz:

"Removing his training gear, he confronts the enemy with all his might! His Makankōsappō, launched from his fingertips, is equivalent to a power of 1330."
When Piccolo faces Raditz in direct combat, his Ki is rated at 408, which corresponds to the use of all his internal power displayed under these conditions. However, thanks to the extreme concentration of this Ki in a single technique, he reaches his Full Power, measured at 1330, which is much higher than his original level. His Ki reserve (the gauge of his internal power) has not increased, but by being densified at the expense of its duration of use, the consumption of his energy has accelerated. Piccolo then obtains a power-up allowing him to temporarily access his maximum power.
Freeza VS. Son Gokū:
Freeza's Ki concentration concerns his overall physical state. At 70% of his maximum power, he has his entire internal Ki reserve "as is", that is to say the actual size of energy available within him. When he reaches 100% of his power (the "Full Power"), estimated at 120,000,000, this same reserve is compressed and concentrated, which increases the displayed power without the reserve itself increasing. This also explains why his body swells under the effect of this extreme compression: the consumption of Ki intensifies in his organism, generating both a peak of power, but also enormous fatigue and rapid exhaustion.
Son Gokū VS. Majin Boo (Pure):
When Son Goku transforms into a Super Saiyan 3, he gains access to colossal, yet difficult to control, power. The potential of this form far exceeds what Goku is capable of effectively unleashing in combat. Against Majin Boo (Pure), Son Goku fights without restraint in Super Saiyan 3, but the power he deploys has not yet reached its true maximum. Later, he confides to Vegeta that he must concentrate his Ki for a certain time (≈ 1 minute) to reach his Full Power. In other words, he chooses to gather all the rest of his Physical Strength within himself, in order to increase his overall level and deliver a decisive attack against Boo.
In conclusion, the Ki reserve represents the total internal energy of a warrior. Fighting "at full strength" means wielding the full extent of this reserve, without intensifying its consumption. But for some individuals, there is a higher level where all of their energy is momentarily condensed. This gives them a power boost, the culmination of which determines their "Full Power," the most complete and optimized expression of their Ki. Ki Concentration does not provide additional Ki; it maximizes the power that can be consumed from a given reserve.
The Power of Destruction (破壊力) of a combat technique refers to its attack power, determined by the way in which Ki is concentrated. Each technique has its own Power of Destruction, which can vary from one use to another. Thus, an ordinary Kikōha does not always express the full power mobilized by its user during a fight. To better understand its principle, a character's "maximum" Power of Destruction can be understood in two ways:
1 - It can reflect the concrete application of the Battle Power exerted at the moment of the attack, provided that the accumulation of Ki remains consistent with the user's overall level at that moment. This is particularly the case for decisive techniques, whose Power of Destruction generally corresponds to the character's Battle Power, whether they simply maintain a constant Ki or concentrate it to their Full Power (フルパワー).

Son Goku quadrupled his Battle Power while performing a Kamehameha against Vegeta. He thus obtains a total power of 32,000 units by using the Kaiō-ken x4, from a Ki Reserve of 8,000 units. The Kamehameha's Power of Destruction therefore expresses a Battle Power that does not exceed 32,000 units. This mechanic will be found later in the Namek arc, when Goku launches a Kamehameha with a fixed power of 60,000,000 against Freeza, thanks to the Kaiō-ken x20.

According to this information, the Kaiō-ken mobilizes the user's Ki to increase their overall level, rather than concentrating it into an attack such as the Kamehameha. This technique therefore prevents further accumulation of power during its effect, as Battle Power is already maximized.

Although Cell wanted to deliver a memorable fight by aligning his strength with Goku's Full Power, he nevertheless chose to execute a Kamehameha modeled on this energy level. The Power of Destruction of his attack then perfectly embodied the power he had just manifested in close combat. Later, Son Goku would also resort to the Kamehameha while maintaining the same Battle Power.
Example #5: Gokū's Kamehameha against Cell

Note: It is important to point out that the energy consumed during an attack does not imply that it is equal to the Battle Power displayed by the character. In several cases, Son Goku can execute a Kamehameha by mobilizing all of his internal power, without expending all of his Ki, nor having a reserve greater than his "Full Power."
2 - Conversely, the Power of Destruction can exceed the character's maximum power when he executes an attack at the risk of his life. In this situation, its effect greatly exceeds the user's "Full Power", because it no longer reflects the level of his physical state, but the spontaneous sacrifice of all of his Vital Energy.

These three techniques are formidable because they rely on compressing Ki beyond the body's natural limit, made possible by the Kiai projection method. While an individual's Full Power defines this limit, crossing it means their body can no longer survive or remain functional. The difference between a normal attack and a sacrificial attack thus lies in the existence of a threshold that must not be exceeded during Ki Concentration. Cell's self-destruction technique perfectly illustrates the irreversible compression of all his remaining Ki, causing his body to swell excessively. Artificially exceeding his maximum potential then becomes fatal.
Consequently, Kiai can, in some cases, generate a Power of Destruction far beyond the fighter's actual potential, since it can be released without requiring prior control:
