THE NATURE OF BUU
MAJIN BUU:
This antagonist is the only character in the manga whose Battle Power is directly tied to their personality. The Evil Power of Majin Buu constitutes the entirety of his Ki in his original state. Thus, he possesses 100% of his primal energy by manifesting his true form. When he absorbs powerful individuals, Majin Buu calms his heart, thereby altering the nature of his Ki. By absorbing the Vital Energy of his opponents, which he cannot fully exploit, his Evil Ki (Aku no Ki, 悪の気) significantly decreases.
5,000,000 years ago, Pure Majin Buu (純粋) became Innocent Majin Buu (無邪気 / composed of '無' and '邪気' meaning 'No Evil Ki') after assimilating the Grand Kaiōshin, whose kindness completely altered the Majin’s body and behavior. As a result, Buu gained intelligence but lost power. He retains no memory of what he once was and even believes he was created by Bibidi and Babidi (p.192-193, Vol.32-DB Perfect Edition). The Evil Power that lies dormant within him can no longer manifest unless triggered by an emotional shock.
Note: The absorption of the South Kaiōshin is not included in this analysis due to a lack of information on the subject.

Evil deeds born from innocence (Mujaki 無邪気)...
"Thanks to the growth extending from his head, he can fire a beam that transforms humans into his favorite food. Innocent Buu (Mujaki-ji no Bū, 無邪気時のブウ) loved to use it, but not out of malice (Akui, 悪意); rather, for childish reasons, as, to him, 'it's fun'..."
In the year 774, after being resurrected thanks to the Positive Energy (Zen no enerugī, 善のエネルギー) he received, Innocent Majin Buu learns to become a good person by interacting with Mr. Satan. In the past, Bibidi and Babidi had taught Buu, who lacked evil intentions, to have fun by murdering people and destroying their homes. However, by developing empathy for others, he promises Mr. Satan not to kill any more Earthlings (p.193, Vol.32-DB Perfect Edition).
Subsequently, upon seeing his new friend being attacked by bounty hunters, he could no longer contain the Evil Part of Majin Buu (魔人ブウの邪悪部分) that began to invade his heart. A part of him intended to take revenge on the two Earthlings, but Buu also wanted to keep the promise he had made to Mr. Satan. Faced with such a paradox, he gave birth to Purely Evil Majin Buu (純粋悪) – [Evil Buu] by letting all the Evil Ki that had been dormant within him escape, along with a portion of his own energy.
Note: The innocent Buu developed an Evil Heart (邪悪な心) within him due to the emotional shock he experienced, thus leading to the emergence of a new Buu.

Translation:
Buu had stopped destroying, but... ?
"Thanks to Satan's pleas, Buu stopped his destructive activities. However, Satan is injured following an attack by ruthless humans. Enraged by Satan's injuries, his heart splits, and the evil Buu emerges!"
"Due to Majin Buu's intense anger, the Evil Part (Jaakuna bubun, 邪悪な部分) inside him swelled and escaped, becoming another Majin Buu... In other words, the Purely Evil Majin Buu (純粋悪の魔人ブウ) separated from the Innocent Majin Buu (無邪気な魔人ブウ)..."
The second Majin Buu is not the "original evil Buu," but the evil version of Innocent Majin Buu. This new enemy retains the intelligence and memories of his counterpart. Although he is very different from the first Buu by purely embodying his malevolent will (邪心), he still carries the physical influences of the Grand Kaiōshin (he still wears his clothes: gloves, cape, and jacket).
When Innocent Buu was separated from his Evil Part, he did not become different from what he had embodied earlier, as he had already been acting without any true malicious intent. The Evil Ki buried deep within him never manifested because he did not understand the concept of good and evil. When he faces Purely Evil Majin Buu, he is immediately referred to as "Original Majin Buu (元祖魔人ブウ)" by the narrator.
For Satan, Innocent Buu and Good Buu are the same person.
As soon as he appeared, Purely Evil Majin Buu immediately attacked the Earthling who had made him furious. He then proceeded to assimilate the kind Buu, acquiring a body better suited for combat. Evil Majin Buu [Super Buu] finally rid himself of the effects of the absorption that had hindered his physical abilities (this is reflected in the loss of his previous clothes). He regained an appearance similar to that of Pure Majin Buu, returning closer to his original power. However, the presence of Innocent Buu inside him still influences his behavior, as it allows him to retain his sanity and memories. In this form, he absorbs Gotenks and Son Gohan to increase in power, but he will lose this advantage later...
Once separated from Innocent Buu, Evil Majin Buu transforms once again and changes his character. His power increases in two stages: He briefly becomes more muscular (taking on the appearance of the South Kaiōshin), before eventually returning to his original form...
Note: Innocent Majin Buu regained the energy that his evil twin had stolen from him by merging once again with him. Indeed, Evil Majin Buu had seized the opportunity to transfer all the negative effects of the absorption of the Grand Kaiōshin to Innocent Majin Buu, now residing in his body. This is why he hadn't regained his previous appearance (Purely Evil Majin Buu) when no longer connected to the individuals he had absorbed.

In the past, he tried to save Shin, who was fighting against Majin Buu created by Bibidi, by confronting Buu himself. As a result, he was absorbed. The face of Majin Buu (Good) is the result of the absorption of the Grand Kaioshin."

魔人ブウ
魔導師ビビディが造った、破壊と殺 りくのために生まれた魔人。封印され ていたが、ビビディの息子バビディの 陰謀によってこの世に復活した。最初 に登場したブウは、まだ無邪気な性格 だったが、悪の心を持つブウが分離して凶悪な怪物に変わってしまった。

Pure Majin Buu (魔人ブウ純粋) – [Kid Buu] is devoid of reason and empathy. He is the true evil Buu, holding the most troublesome (やっかいな ≃'difficult') form of all the Buus. His name refers to his purely evil nature.

"Gohan and the others were alive. When Gokū and Vegeta cut the 'flesh cocoons' and rescue Gohan and the others, Buu begins reverting to his original form (元の姿). In Dragon Ball Super, Pure Majin Buu represents the Evil Part of Majin Buu. Merus teaches Gokū and Vegeta that the kind-hearted Buu had not inherited divine Ki (神の気, Kami no Ki) since his birth. In fact, only Pure Majin Buu was capable of tapping into the power of the Grand Kaiōshin.

Realizing his mistake, Gokū wants to perform a Kikōha powerful enough to defeat Buu in one strike. However, he needs to concentrate all the Ki he has to elevate his Battle Power beyond its usual level.
In other words, he must reach the "full power" (Furu Pawā, フルパワー) of Super Saiyan 3. The major drawback of this strategy is that it requires time to complete, as Gokū does not fully master the transformation at its maximum potential. He then decides to gather energy for a full minute to surpass his opponent's power.

Due to the difference in power between him and his rival, Vegeta mistakenly thought that Gokū had enough strength to defeat Majin Buu in a "one-on-one" battle.
The protagonists try to buy time.
Gokū fails to maintain the energy he had accumulated and exhausts all his stamina due to the transformation. He is not surprised to have lost against his enemy.
"Goku has no choice left, he must ask the people of the world to send him their energy to form a Genkidama. Buu can't resist, he is finally annihilated. Goku is now the savior of the universe." (Chōzenshū-Vol.1-French Version, p.158).
Note: Without sensing their opponent's Ki, the protagonists were able to roughly gauge his power based on the intensity of the blows they received during the fight.

THE REASON FOR SUPER GENKIDAMA
In the final chapters of the manga, no warrior was strong enough to compete with Pure Majin Buu upon his appearance (except for Vegetto). Gokū did not have perfect control over Super Saiyan 3, and the help of his friends was essential for the success of his strategy, as his current transformation level was not enough to pose a threat to the enemy. The hardship endured by the protagonists against the final villain of the story shows that the danger looming over the universe was very real. At this point in the story, the use of the Super Genkidama was the only way to restore peace to the world.
Chōzenshū-Vol.2-French Version
Translation: "The Genkidama is the last hope of the universe."
One of the narrative theories from the Dragon Ball fanbase suggests that Vegeta's plan, which involved relying on the will of the Earthlings, was not the only solution to defeat Pure Majin Buu. However, there was never any question of a choice regarding the use of the Genkidama in the storyline. In fact, the concept of "responsibility" imposed on the Earthlings implies not that the Genkidama was optional, but that the Earthlings were expected to sacrifice a significant portion of their Life Energy to save the universe (as indicated in the attached image). Moreover, the phrase "taking responsibility" means that a crucial obligation is at stake. Vegeta turned to the Earthlings because they were all already aware of Majin Buu's dangerous nature. Furthermore, Vegeta was aware of the formidable power of the Genkidama, having experienced it himself when his soul was evil.
← Ki represents the manifestation of the Vital Energy that emanates from the body in the form of power. At the beginning of the Genkidama preparation, the Ki of Gohan and the others was not enough to defeat Pure Majin Buu.
It would be incorrect to consider the Genkidama as a free energy sphere lacking the power to act when Majin Buu intercepts it. In reality, Son Gokū draws from his last remaining strength to prevent Buu from deflecting it, which explains why he continues to guide the attack’s trajectory after launching it (unlike his previous uses on Earth and Namek). Therefore, Gokū doesn't actually "push" the Genkidama but maintains its execution from a distance. The other protagonists realize with concern that the amount of Ki Gokū has gathered still isn’t enough to surpass the enemy and acknowledge that they underestimated the required power to defeat Pure Majin Buu. During this effort, Gokū gradually exhausts himself (and almost loses control of the technique) until Dende restores all of his energy...

According to this passage, Son Gohan and Gotenks would have died if Buu (the good one) and Mr. Satan hadn't helped Son Gokū finalize the Genkidama.
